Is the Cool Homes program still available in Missouri?

Yes. The Cool Homes program is still available in Missouri.

I am a participating contractor and I have been testing systems in Kansas. Will I receive reimbursement?

If an existing system that has been tested and qualified within 15 days after the KCC ruling, it will be eligible for reimbursement by KCP&L. No new initial tests called into CheckMe after this 15-day grace period (in Kansas) will be eligible for reimbursement. Please see the table above for further clarification.

I am a participating contractor and my business is located in Kansas, but I serve KCP&L customers in Missouri. Will I receive reimbursement for work on those jobs?

Yes. Any participating contractor located in Kansas or Missouri serving a KCP&L Missouri customer will be paid for systems that are properly tested and/or replaced.

What happens if a unit previously qualified for the rebate and a contractor received a confirmation number?

KCP&L is providing a grace period that runs for 30 days after KCC approval for a contractor to install and report the data for all systems in Kansas that have been given a confirmation number within 15 days after KCC approval. No payments will be made if reported to PEG after the 30-day grace period. There will be no exceptions. Please see the table above for further clarification.

What if a customer qualified under the program several years ago and was given a confirmation number, but now wants to replace it after the 30-day grace period. Are they eligible for a rebate?

No customers will be “grandfathered” in for eligibility when the program ends. Please see the table above for further clarification.

What about winter install units that have not had a verification test?

Winter install units need to all be verified within the 30-day grace period. Contractors will have to return any incentives paid for units that are not verified by within the 30-day grace period.

Why do residential customers using heat pumps or other electric heating methods have a lower rate than other residential customers?

Our cost to serve customers on the residential electric winter heating rate is lower than the cost to serve residential customers who are not heating their homes with electricity. Therefore, we offer residential customers who do heat their homes with electricity a lower rate in the winter to reflect this lower cost to serve them.

Will KCP&L continue to advocate for energy-efficient home improvements such as heat pumps?

Our company supports energy efficiency because it is smart for customers, businesses and the environment. We believe it is important for KCP&L to offer our customers tools and resources that give them greater control over their energy usage. Even with the KCC’s recent rate decision, heat pumps remain an efficient option for customers.

What’s next for the electric-heat rate?

The KCC has ordered KCP&L to initiate a filing that will examine rate design in general. This will occur later in 2011 and will not be a rate increase request that will bring more revenue to KCP&L. It will only examine the differences in the amount each customer group pays per kilowatt hour of electricity and whether these differences should remain or be adjusted. We will be advocating for electric-heat rates to be restored to their previously lower level.

In Missouri, the issue of rate design is being considered as part of our rate increase requests for both KCP&L and KCP&L Greater Missouri Operations. These cases are pending. As in Kansas, we requested an equal percentage rate increase for our Missouri residential customers in both cases.
